Historical Background:1. Promulgation of the Oan Hanzei Decree (Oan Great Law)
The Oan Hanzei Decree, also known as the regulations concerning temple, shrine, and estate proprietors’ lands, was promulgated under the Muromachi shogunate by officials including the Kanrei Hosokawa Yoriyuki.
The decree established the rights of provincial military governors (shugo) to collect provisions for military purposes.
Whereas the earlier hanzei system had permitted the collection of half the annual land taxes, the new regulations expanded this authority to allow the actual division of land, with half allocated to warriors.
This development decisively accelerated the decline of the shoen estate system and strengthened the power of the shugo daimyo, contributing to the establishment of their territorial rule.
